Unfortunately right now there are no settings available either for developers or users to skip this step, even though it's not needed for a client-server game – in case of failed update older game version is unplayable anyway. But the main issue why it takes so long (and requires a lot of temporary space) to update Steam game version is explained above. The download size of the updates in Steam are usually not much bigger than for WGC, but this happens too in some cases. So it takes as much temporary space as all changed files combined, and takes quite a bit of time as well on regular HDDs. The client update is separate from server update. New game version will become fully available in some time after client update download. I've just downloaded my client update but I'm still playing an old version. You are also advised to enable automatic updates in the game's Properties.
